Is stem cell therapy legal in Malaysia?
Yes, within limits. Your own minimally handled cells can be used, and donor or lab-grown cells only once the product is registered or inside an approved trial.
Malaysia has no law written only for stem cells. The cell product is regulated as a medicine, the clinic as a private healthcare facility, and the doctor by the Malaysian Medical Council. Any cell product grown in a lab, taken from a donor, or used for something other than its natural job is a Class II product, and it must be registered with the Drug Control Authority before a clinic can sell or give it. The grace period for unregistered products ended on 31 December 2024.
Your own cells, minimally handled and used for their natural purpose, can be given without registration. A clinic can also give an unregistered product inside an approved clinical trial. Outside those routes, giving an unregistered Class II product is an offence.
